The Gray Wolf's howl is a haunting sound on still nights. It is a fragile sound that at times cannot be heard above a slight wind. The concern of many wolf advocates is that, like a wolf's howl in a slight wind, their voice is scarely heard above the uproar of the opposition. In 1989, the public suppored a congressional bill that called for full implementation of the Endangered Species Act that would pave the way for restoration of the wolf.
